Do not override user choice when user is given permission to turn off Always-on

The Always-on VPN feature, when enabled, is designed to maintain a constant VPN connection. However, if the user can modify option is enabled and this setting currently allows users to modify the Start on Boot and Connect Application on Start options, which are not supposed to be overridden by the Always-on VPN.
