Burstable User Subscription Licences

We would like the ability for the Subscription to auto increase when new users are added / provisioned from the IDP.

An ideal implementation would be to set a maximum number of users on the subscription and then allow auto increases up to that maximum.

e.g.
Company has 46 User assigned, and the subscription is allowed to auto increase up to a maximum of 50.
