OKTA Integration - Build Without Need for API Access Management SKU

The OKTA integration is very exciting but we have discovered it cannot function without the API Access Management SKU. 

We would love if it could be built in a way where that isn't needed as currently we'd have to acquire licenses solely for the Timus / OKTA integration. Which would be true for our OKTA clients.
 

OKTA SAML is doing its job just fine at the moment despite the JIT provisioning.
