User Limit for Gateways

It is not recommended to have over 100 users on a gateway, but it is allowed to happen.

When this happens we have to spend time finding out where people live and manually changing their settings. Would like to have an adjustable cap or a hard cap of users per gateway to keep issues for happening company wide.
